This is primarily desirable in a cut over type migration and preserves the mailboxes in the on-prem environment in their original state until you are ready to move forward with dismantle.I've used this in a single sign on configuration with the intent move all mailboxes online and not maintain a true hybrid environment. In that scenario the on-prem MBUs got converted to MEUs after a small retention period. New-MoveRequest is an Exchange 2010 cmdlet that would be used in a hybrid scenario where Exch 2010 would be maintained on-prem as well as on-line, even if only for Administration purposes.
